Job Seeker Visa: Starting a Business in Germany?

I have a Ph.D. in plant biology and I am specialist in herbal medicine. Currently I am in Germany with job seeker visa (valid until end of Nov. 2019). Can I register a company in Germany about medical plants under self-employment program?
